          In the Board’s Proceedings first cited, orders were issued allowing movement to Selection Grade to the employees on completion of 10 years service in the same post without promotion.  In the order under reference second cited, clarification was issued that the services rendered in former cadre(s) in the same time scale shall also be taken into account along with the service in the present cadre for the purpose of movement Selection Grade provided such service is taken into account for the purpose of fixation of seniority for promotion.

          2)  In the reference third cited, among other things, orders were issued for reduction of the period of service for the movement to Selection Grade from 10 years to 9 years with effect from 08.07.1998.  On              re-introduction of double channel of promotion for Regular Work Establishment categories in Distribution Circles, the Regular Work Establishment employees were permitted to exercise option to chose their line as Commercial Assistant- Commercial Inspector - Foreman I Grade or Wireman – Line Inspector – Foreman I Grade.

          3)  Consequent on the above conversion, it has been represented to allow movement to Selection Grade to the Regular Work Establishment employees taking into account of the service rendered in  both the equivalent cadres in the same scale of pay.

4)   The request has been examined in detail.  After careful consideration, it is hereby clarified that the services rendered by the Regular Work Establishment Employees by conversion in Distribution Circles in the same Pay Band with same Grade Pay in the former cadre shall also be taken into account along with the service in the present cadre for the purpose of movement to Selection Grade provided such service is taken into account for fixation of seniority for promotion and this will be applied on case to case basis whenever such question arises for movement to Selection Grade.
