Orders have been issued in the
Board’s Proceedings 1st cited and detailed guidelines were issued for deduction
of Annual Union Subscription and Donation from the salary of the willing
employees. Further instructions have
been issued in the references 2-4 cited.
Now clarifications have been sought for from certain Superintending
Engineers with regard to the deduction of Annual Union Subscription from the
employees. Accordingly the following
clarifications are issued:-
i.
The
deduction of Union subscription or donation can be effected from a person for
one Union only in a year.
ii.
If
written authorization from any employee is received in favour of more than one
Union/ Association, the request shall be summarily rejected and no deduction
shall be made from the salary of the employees.
iii.
If
any employee who have not given any willingness before 15th May 2014
may give their willingness in the extended time of 15th June 2014 and
the same may be taken into account for deduction of subscription and the
deducted amount may be sent to Chief Financial Controller / General.

All the Pay Drawing Officers are instructed to act according to the
above clarifications without any deviation.
